Project Overview
The Poverty Reduction Project is supported by the Agricultural and Rural Development Bank (ARDB) and was initiated under the wise leadership of H.E. Dr. Kao Thach, Delegate of the Royal Government of Cambodia in charge as Chief Executive Officer of ARDB.

This project aims to support the implementation of the Royal Government of Cambodia’s policy by promoting rural economic development and fostering financial inclusion for underserved populations in the agricultural sector.

The project has four main objectives:

  • Provide opportunities for poor farmers, workers, and vulnerable migrants who are willing to engage in the agricultural sector
  • Create job opportunities and generate stable income within local communities
  • Enhance food safety through the the adoption of standard GAP techniques and
  • Reduce reliance on imported agricultural products and enhance traceability

The benefits of engaging in the project

  • Farmers have opportunities to attend various agricultural technical training programs
  • Farmers are linked with markets and other value chain actors
  • Farmers can access to financing with low interest rates and flexible payment methods based on their cash flow projections

Target Beneficiaries
Geographically, this project covers all provinces with potential for farming activities. It prioritizes communities or producer groups that demonstrate good governance and possess the following key attributes:

  1. Agriculture Cooperatives/Producer Groups
    • Highly motivated to develop agricultural skills and capacities
    • Possess sufficient human resources to manage business operations within the project
    • Capable of leading and allocating tasks effectively
    • Demonstrate strong accountability in managing project-related business activities
    • Exhibit high levels of cooperation with the project and its partners
  1. A member of an Agricultural Cooperative or a Group of Producer
    • Belong to poor households or are migrant workers
    • Genuinely willing to actively participate in agricultural sector projects
    • Have clear and permanent addresses
    • Prior experience in agricultural activities is considered an advantage

Project Achievements

The poverty reduction project has identified two communities in Battambang Province for implementation of the following activities:

  1. Punlue Thmey Pech Chenda Agricultural Cooperative
    • In 2024, ARDB provided loans totaling USD 130,000 to 13 members of the Punlue Thmey Pech Chenda Agricultural Cooperative. Each household received four net houses for safe vegetable cultivation, each measuring 10m x 25m. In total, 52 greenhouses have been constructed.
    • In 2025, the project produced approximately 43 tons of safe vegetables in net houses, valued at KHR 124,969,900.
  2. Ta Sey Samaki Agricultural Cooperative
    • The project is reviewing and evaluating the 10 potential farmers who are the members of this AC.
