Board of Directors

ARDB is led by Board of Directors, as top body, with full autonomy in leading the activities of the organization of the bank.
The compositions of Board of Directors are as followings:
1. One representative of the Ministry of Economic and Finance as president
2. One representative of the Council of Ministers as member
3. CEO of the Agricultural and Rural development Bank as member
4. One representative of Ministry of Agriculture, Forestry and Fishery as member
5. One representative of the Ministry of Rural Development as member
6. One independent representative of private sector as member

His Excellency ROS Seilava
Secretary of State of the Ministry of Economy and Finance
Chairman of Board of Directors

His Excellency ROS Seilava is presently Secretary of State of the Ministry of Economy and Finance and Member of the Supreme National Economic Council. He also serves as Chairman of the Board of Directors, Agricultural and Rural Development Bank of Cambodia.

H.E joined the government in the year of 1985 by serving in the Ministry of Industry, Mining and Energy. In 1994, he joined the Ministry of Economy and Finance first as Financial Controller and then as Deputy Director of Economic and Financial Policy Planning and Monitoring Unit from 2002-2005, and as Director of Department of Economy and Public Finance Policy from 2005 to 2006.

H.E used to serve as an Advisor to the Executive Director for World Bank in 2006-2008. Later on, H.E was appointed as Deputy Secretary General on his return from the World Bank where he served as an advisor to the Executive Director during 2006-2008. Then, he was promoted as Undersecretary of State in 203.

He is also a writer of many Royal Government of Cambodia’s key policy publications and used to work as a professor at Phnom Penh Institute of Technology, Ministry of Education, Youth and Sports.

He graduated with a social science degree from Penzas Institute of Pedagogy, formerly known in Soviet Union, in 1992. And in 2002, HE Silva received his graduate degree from the US, majoring in International Affair and Political Economy from Columbia University, New York.

His Excellency SAN Visal
Secretary of State of the Ministry of Rural Development
Member of Board of Directors

His Excellency SAN Visal is presently Secretary of State of the Ministry of Rural Development and member of Board of Directors, Agricultural and Rural Development Bank of Cambodia.

His Excellency has been participated in Agricultural sector since 1990 to 2005. H.E used to be technical officer of Department of Agricultural Machinery, Department of Agronomy also officer of Agricultural Equipment standards Office of Ministry of Agriculture. From 2005 to 2008, H.E. was head of Meanchey district, Phnom Penh.

In addition, H.E, has work experience in private sector as well non-governmental organization. For the period of 1994, has been as Secretary General of Student Federation of the democratic intellectuals since 1994.

For his education, H.E obtained his Master from Chamroeun University of Poly-Technology in 2005, as well as best equipped with lots of important trainings

His Excellency Dr. KAO Thach
Royal Government Delegate in charge of
Chief Executive Officer of Agricultural and
Rural Development Bank

His Excellency Dr. KAO Thach is Chief Executive Officer and Member of the Board of Directors. He was appointed by the Royal Government of Cambodia as Chief Executive Officer of the Agricultural and Rural Development Bank—ARDB (formerly Rural Development Bank) on July 4th, 2014 and H.E was promoted as Royal Government Delegate in charge of Chief Executive Officer of Agricultural and Rural Development Bank in 2020 and a permanent member of the ARDB’s Board on August 7th, 2014, the positions he continues to hold until today.

H.E. Dr. Kao Thach has also been a member of the Supreme National Economic Council (SNEC) of Cambodia with the rank of Secretary of State, and an arbitrator of the Arbitration Council since 2003. He is a lawyer and has been a member of the Bar Association of Cambodia since 2016. Previously, he was Deputy Director General of the Securities and Exchange Commission of Cambodia with the rank of Under-secretary of State, and was Head of Financial Market Division, Financial Industry Department of the Ministry of Economy and Finance.

Working in law field, he served as a legal officer at the Ministry of Justice and also in the courts of the Kingdom of Cambodia. In financial sector, he was one of the key persons working toward the successful establishment of the Securities and Exchange Commission and Cambodia Securities Exchange.

Since joining the Ministry of Economy and Finance in 2003, he undertook numerous assignments relating to financial sector development in Cambodia. These assignments included member of working groups responsible for drafting Law on Government Securities and Law on Issuance and Trading of Non-government Securities, and member of working group responsible for developing Financial Sector Development Strategy 2006-2015 and 2011-2020. Besides, as a representative of the Ministry of Economy and Finance, he was involved in various ASEAN working groups in relation to capital market development such as ABMI, ACMF, and Financial Services Liberalization.

He holds Bachelor of Law (LLB) from the Royal University of Law and Econonics (formerly Faculty of Law and Economics) in 1998 and Master of Law from Bond University (Australia) in 2002, with concentration on International Trade Law System, WTO Legal Framework, Alternative Dispute Resolution, and Dispute System Design. In 2019, he graduated with Doctor of Business Administration (DBA) from EU Business School. His doctoral thesis is on ‘the Rural Development Bank’s Transformation: The Case of Cambodia.’

His Excellency TEAN Soserey
Deputy Director, General Department of Internal Affairs Coordination
Council of Ministers
Member of Board of Director

His Excellency TEAN Soserey presently is the Assistant to Cabinet of H.E. BIN CHHIN Permanent Deputy Prime Minister, Office of the Council of Ministers and Deputy Director of General Department of Internal Affairs Coordination and serves as member of Board of Director of the Agricultural and Rural Development Bank.

As well, he was Chief of administration and personnel office, Administration Department from 2007 to 2009 and Chief of education and human resources development office, Department of prevention and education in 2009, of National Land Authority “Council of Ministers”.

He currently has been pursuing Master Public Administration at Royal Academy of Cambodia.

Mr. Key Kosal
Deputy Secretary General of the Ministry of Agriculture, Forestry and Fisheries

Mr. Key Kosal presently is the Deputy Secretary General of the Ministry of Agriculture, Forestry and Fisheries. He has started his career as government official since 2012 right after his undergraduate completion. Mr. Kosal has contributed his efforts in two Ministries including the Ministry of Water Resources and Meteorology, and the Ministry of Agriculture, Forestry and Fisheries. He has been promoted continuously for his effort from a human resource officer to Deputy Secretary General of the Ministry of Agriculture, Forestry and Fisheries.

Mr Key Kosal finished his master degree in Business Administration in 2010 from UWIC, London. Prior to that time, he pursued his undergraduate study in two majors; Public Civil Engineering and Business Administration in Cambodia.

Mr. Pak Sereivathana
Consultant for Axis Investment Consulting
Member of Board of Directors

Mr. Pak Sereivathana presently is a partner and a consultant of Axis Investment Consulting. He has been working to support various business projects in relation to agricultural and financial sectors for both international organizations and local private companies working to assist development in Cambodia. In addition to his consultant works, he has worked for International Finance Corporation (IFC) where he was tasked in financial development projects nearly 20 years. During his years with IFC, he was tasked to produce project results and achieve key goals of relevant organizations such as corporate governance projects for National Bank of Cambodia and Securities and Exchange Commission of Cambodia, Cambodia Agriculture Sector Diversification Project for the government of Cambodia and other projects related to legal reforms and intervention in Cambodia’s financial sector. Mr. Sereivathana also used to be of service as a technical officer to public institution, the Ministry of Economics and Finance, and as senior officer in other private companies as well.

Mr. Pak Sereivathana finished his master degree majoring Financial Management in 1997 from Central Queensland University, Australia. After his graduation, he has built his skills and qualifications on key areas including investment and financial analysis, feasibility assessment and business plan development, credit assessment and lending; and project development and project management.
