H.E. Dr. Kao Thach, Delegate of the Royal Government in charge as CEO of the ARDB presided and open a monthly lecture series on “Policy Analysis in the AI Era” delivered by H.E. Prof. Dr. Chhem Kieth Rethy, Senior Minister in Charge of Special Missions and Chairman of the Economic, Social, and Cultural Council (ECOSOCC).

H.E. Dr. Kao Thach, Delegate of the Royal Government in charge as Chief Executive Officer of the Agricultural and Rural Development Bank (ARDB), presided over the monthly lecture series on “Policy Analysis in the AI Era,” delivered by H.E. Prof. Dr. Chhem Kieth Rethy, Senior Minister in Charge of Special Missions and Chairman of the Economic, Social and Cultural Council (ECOSOCC). The session brought together ARDB’s management, research team members, and staff, along with researchers, professors, and students from relevant universities and institutes, with a total of 210 participants.
This session marked the inaugural lecture under the APM Center. It aims to promote knowledge sharing on the critical role of artificial intelligence in research, contributing to the development of a foundation for the responsible and ethical use of AI in line with international standards, thereby enhancing research outcomes. It also serves as a platform for knowledge exchange, experience sharing, and networking among researchers, academics, and students from related institutions and universities.
On this occasion, H.E. Dr. Kao Thach highlighted the achievements of ARDB’s research centers since their official launch in April 2025. These include the publication of three research reports: (1) “MSMEs Development in Cambodia: An Analysis through the Lens of the Developmental State”; (2) “The Role of Development Finance Institutions in Supporting Agricultural Cooperatives in Cambodia: A Comparative Study and the Case of the Agricultural and Rural Development Bank”; and (3) “Linkages between Green Finance and Cambodia’s SDGs: The Contribution of ARDB.”
He also emphasized the role and significance of artificial intelligence, particularly in research, where it can enhance efficiency and productivity and speed. Nevertheless, he underscored the potential risks associated with AI, stressing the need for its careful, ethical, and context-sensitive application.
The seminar was held on the morning of Monday, May 4, 2026, at the ARDB Headquarters.
